Description of Services

Cost of Service Studies - we have conducted numerous program analyses to determine the cost of service. In the Substance Abuse and Mental Health field, we have developed a cost allocation model that determines unit of service cost by program. This methodology has been extensively field tested and used on many research projects.

Indirect or Administrative Overhead Studies - are used by Federal agencies to determine the amount of overhead and to allocate these costs to programs and matching appropriations.

Rate Setting - studies include the development of cost based user charges, review and validation of current rates, and revising rate structures to promote a more equitable method of charging for services.

Fiscal Impact Studies - are designed to measure the impact of proposed legislative or program requirements. Changes can affect the cost of services, projected mix and number of services to be provided with existing funding requirements. These studies can be used to project future funding and participation of proposed changes.

Fiscal Model Development - our staff can develop financial forecasting models that incorporate break even analysis, project surplus and deficits, staffing levels, and other indicators of great import to management.

Internal Control Studies - verify staff adherence to established policies and procedures, identify potential control weakness, and identify process refinements for improving internal controls and operational effectiveness.

Budget Preparation and Oversight - many of our staff are former federal employees with extensive expertise in the development and workings of the federal budget process.

Collaboration on Research Studies - MAC senior consultants have worked on many complex research projects. Many of these projects required the collection and analysis of detailed cost information on substance abuse and mental health programs. Additionally, we have developed an automated individual client costing methodology. These individual client cost profiles significantly broad the analysis spectrum for researchers. Outcomes and individual client costs can be linked for further analysis.
